In September 1995, the Clinton Administration’s Information Infrastructure Task Force’s Working Group on Intellectual Property issued its final report, titled “Intellectual Property and the National Information Infrastructure.” The report recognized that new computer and communications technologies were having an enormous impact on the creation, reproduction, and dissemination of copyrighted works. The merger of such technologies made possible an “information superhighway,” the destination of which the Task Force foresaw as a “vast global marketplace” in which intellectual property is the coin of the realm.
